Board Mtg 6-7-2010 Summary [June 8, 2010]

* Greenbelt Grant
- LPOA has been informed that the insurance certificate required by City and County of SF has been approved and will be provided to the association by email AM 6-8-2010. Upon receipt D. Mason will present in person to SF City Hall Grant Program Manager. Hopefully, there will not be another item under contention by the City and the Grant funds will be provided to LPOA so that the project can be completed..

- Greenbelt Cleanup
In addition to the green bin, Sunset Scavenger will pick up to 5 paper bags of debris if left aside the green bin. (no plastic bags will be accepted)

The green bin is approximately 4 feet high. All tree limbs must fit into the bin (should be max. 3 feet high).

There was discussion about setting a date for a Greenbelt cleanup. It was noted that the 700 block upwards of Junipero Serra have garbage pick up on Mon.

It was suggested that flyers be distributed to those residing in the 700 block upwards notifying them of volunteers ready to clean up Junipero Serra. The flyer would ask homeowners to place their unused green bins in front of their home. Volunteers would not move the green bins from their original position, but simply fill the bins where they stand.

- If the scheduled Grant Program tree planting day becomes available due to delay in the City furnishing funds, Linda Liebelt has suggested that that day be set aside as a Greenbelt clean up day.

- Six board members approved the $300 expenditure for the clean up of the Winston/Junipero Serra pillar. Ralph Chern has suggested that he would approach his gardener as a source for the pillar clean up on Winston.

- It was noted that there are four large dead trees between Winston and Holloway. The DPW has designated the trees as a public hazard. LPOA does not have the financial means to remove the trees. D. Mason and L. Berman will meet with Sean Elsbernd in July to discuss the City contributing funds to the removel.

* Tree Trimming
With the suggestion by M. Macrae, D. Mason met with Timberline Tree Service to ascertain if a different approach to the neighborhood tree trimming could be ascertained.

Due to LPOA's limited finanical resources, the trees have been trimmed on a rotational basis (every three years). There is general agreement that the Acacia trees should be trimmed at the most 25% a year. Thus, the rotational trees are being trimmed 20% once every three years. Obviously, this is not an acceptable system.

Also, during the year there are several trees which have substantially grown and require to be trimmed out of the rotation schedule. Thus far this year, LPOA has paid for four out of rotation trees at a cost $3570.00. Again, this arrangement is not an acceptable cost.

Timberland Tree Service has provided an initial discussion of trimming all the trees in one year and then maintaining on a yearly basis. The initial trimming price for the Acacias is $375.00/large; $275.00/medium; and $175/small.

The quote letter from Timberland Tree Service has been provided to J. Richardson for her follow up.

* Crime Flyer
- The Crime Flyer has been prepared and left at the printers. It is one page with a Chinese translation on the back kindly accomplished by Ralph Chern and his wife, Rosa. The flyers will be provided to L. Liebelt on 6-8-2010 for distribution to volunteers.

OTHER BUSINESS:

- R. Chern noted that the dues notice did not include a deadline for payment. D. Mason acknowledged that it should have been included and will be next year.

Also, liens can now be filed since the positive preservation of LPOA.

- It was decided that the monthly meetings can meet earlier in the evening. The next meeting will be held the first Monday of the month at 7:30-8:30 PM.

- L. Berman brought up the subject of a marijuana dispensary being considered in Lakeside Village. It was noted that this location also has three schools in close proximity (SFSU, Mercy, and Sloat Commodore). It is unlikely that such a dispensary will be established in Lakeside District. But, in the event of a possibility, there will be many who would oppose.

- There was discussion of LPOA response to blighted homes. L. Berman will seek out past correspondence and forward samples to D. Mason.
