LPOA Board Meeting Minutes August 2006 [August 8, 2006]

  1. There was no July meeting of the Board due to lack of quorum. The minutes of the June board meeting were approved as submitted.
  2. Guests Patti and Martin Taylor volunteered to fill two of the three empty board positions. It was moved, seconded, and unanimously approved to accept their memberships for two years. It may be possible for Martin to assume newsletter editorship.
  3. Barbara Nolan reviewed budget, payments, expenses, and accounting matters. 95 homes have not paid dues for 2006; this produces a 20% deficit in income. Additional letters will be sent prior to submitting for liens on these. 2005 letters will be sent announcing final notice and liens. A list of these notices will be kept in Board records (Barbara to email Tom). The budget is somewhat overdrawn due to emergency pruning expenses and increased accounting due to lien filing. Other items are underspent, such as the newsletter. Fundraising has been flat due to lack of fundraising events; nevertheless, there is $5000 in the Junipero Serra playground account from prior fundraising that will be used for improvements to the clubhouse when it will be furnished.
  4. A newsletter editor still needs to be recruited; Tom Novotny will compile a cover letter, minutes from 2006 meetings (including annual meeting) and a letter of support from Supervisor Elsbernd to recruit one more Board member and newsletter editor (This was mailed out September 2, 2006 using EPS Printing Service, total cost $388.09 including bulk mail). The Board discussed the possibility of a website instead of a newsletter, where current announcements and resources could be used. Many residents do not have access to computer resources, however, and the printed newsletter will still be necessary.
  5. Significant discussion involved the Junipero Serra median beautification project. A hearing was held July 11 in chich the DPW found that:
    • the area of the JS Greenbelt from Rossmore to Stratford is the responsibility of the fronting homeowners.
    • 25 trees are approved for removal because they are hazardous
    • Supervisor Elsbernd has identified funding for removal
    • DPW willl assist LPOA in identifying possible funding sources to be used for replanting of replacement trees
    • DPW is in contact with PUC to repair irrigation system; it appears as though mains have been replaced, with meters located at 798, 970, ad 350 JS Blvd.
    • Trees shall be replaced with 25 trees; their size, species, and planting locations will be agreed to by the Department of Urban Forestry. The fronting property owners will be responsible for replacement and maintenance.
    • An appeal has been filed by LPOA to protest these decisions; the Board of Appeals will here this on September 13, after the next Board meeting. Letters have been sent by Hal and are encouraged by other property owners to suspend the process. Supervisor Elsbernd requested that the property owners reconsider their protest, but LPOA feels strongly that there have been prior commitments to beautify Lakeside by the City, and that these commitments include replacing removed trees. Lakeside I seems to have set a precedent, however, in that frontage owners do maintain some of the median in that area. However, this has resulted in spotty, poorly maintained landscaping, with overgrown trees and debris. LPOA will now work with Allen Grossman, an attorney who will provide pro bono help to the organization to support their appeal. Documents have been sent to him and he will meet with property owners in the near future.
  6. The demolition of the JS Clubhouse will now not take place until at least December. An agreement has been reached with Stonestown Galleria to loan the Board meeting space in an unused professional office; Tom Novotny will (and has) sent a copy of the insurance certificate and a waiver of liability agreement to Kelly Weaver at Stonestown Management to help with arranging this temporary meeting site.
  7. The meeting was adjourned at 8:30 PM. Next meeting is September 12 at the JS Clubhouse.
