LPOA Board Meeting Minutes December 2006 [December 12, 2006]

- The meeting was called to order by acting chair Tom Novotny at 7:45 PM.
- The minutes of the October 16, 2006 session were approved.
- Greenbelt controversy. Hal Harper and Wolfgang Liebelt reported no change in the current standoff with the DPW and Board of Supervisors. Olivia in Supervisor Elsbernd’s office provided no new information. Contractors are bidding on the tree removal now. Allan Grossman, Attorney, is waiting for any direction for legal action. LPOA Board does not have resources to sustain such action. The West Portal News misstated Elsbernd regarding the status of irrigation to the greenbelt. New water meters are in place, and hose bibs will be done after tree removal. There is no replanting plan as of now; the Board may submit to the general membership a plan to offer several thousand in matching funds to the City to help achieve a budget for replanting.
- Martin Taylor has generated a letter and mailing list for late or non-payment of dues notices. These will go out in December, and the dues notices for the general membership need to go out in December as well. Martin will develop the mailing template for this, and Tom will supply the envelopes to the mailing service. Wolfgang will drop additional envelopes at Tom’s house.
- A newsletter will be due out also, and thus this could go with the dues notice. Tom will develop an update letter for this, and it will go with the dues notice letter to the membership via Martin to the mailing service, EPS.
- Updates:
- This is the last meeting in the JS Clubhouse; demolition slated to begin in January, and the building will be vacated December 22. The playground will be closed on the upper level, the ramp will remain open, the courts will be closed, and the play structure partially removed. The baseball field will remain open. Previously, an agreement with the Stonestown shopping center had been struck for temporary meeting space for the Board. Tom will follow up with Stonestown on this. Meeting site will be announced in the letter to the membership. Meeting time will be moved to 8 PM to accommodate Board members’ schedules.
- True pruning. 43 trees at $205 per tree will be pruned under Joyce’s direction on the previously established rotation.
- Board vacancies now number two, but Terry Mulrooney announced that for personal reasons he will be stepping off the Board. Hal Harper has resigned as Board President; Tom Novotny will be acting chair until the general membership meeting. Thus, there will still be two positions of seven slots open as of Spring 2007.
- General membership meeting will be organized for early March at Mercy High. Diane will check on availability and Board will organize event at next Board meeting.
- Diane will contact Barbara Nolan to provide six months financial statement for use in the newsletter.
- Plans for an LPOA website are proceeding under Martin Taylor. This will have password protection for additions, but will be read only for the membership. The CC and R will be place on the website (Martin to get these from Laurie Berman).
- The Board suggested that the welcome flower and letter from the LPOA to new residents be reinstated. Patti Taylor will take this on.
- Next meeting January 9, 2007, 8 PM. Meetings will be limited to one hour. Minutes will be distributed to the membership.
