LPOA Board Meeting Minutes September 2006 [September 12, 2006]

- The minutes were read; an addendum was added to mention the effort to address the easements behind several blocks. Minor spelling corrections incorporated.
- Greenbelt controversy. DPW meeting held 8/25 with Deputy City Attorney Malmut, Olivia Scanlon, Bureau of Street Use/Mapping (Barbara Moy), and DPW (Carla Short, Fred Abadi, Paul Scamano). Alan Grossman, attorney, working on behalf of LPOA, has made large copies of maps and deeds showing city ownership of the greenbelt. The city has issued an opinion letter denying responsibility for replanting, and Supervisor Elsbernd wishes to proceed with cutting and the plan for private replacement. The Board of Appeals may not be the appropriate venue to consider responsibility for replanting, but hearing will be on September 13. The City is stating that the trees are private and privately maintained. LPOA may need to go to court to resolve the issue. Street mapping bureau is still investigating.
- Billing
for past due items.
- Billing and notices of payments due have been mail-merged and standardized for collection of back fees. Thanks to Martin for his computer skills.
- For fees in 2003 and earlier, the dues are $48. After 2003, the dues are $57. These dues will be added up, and a $5.00 late fee will be included for each unpaid year. After two notices, a lien will be filed.
- Proof of payment is needed for those who may have paid.
- Newsletter needs to go out in September. The liability carrier requests that a notice to encourage smoke detectors in all homes’ bedrooms and egresses. Board openings will be emphasized.
- Fundraising. We have not engaged this due to lack of human resources. Lisa Napoli notifies us that last meetings in the JS clubhouse will be December. We may want to try to do this in the fall to help furnish the new clubhouse. We will wait until a wish list is established for the new clubhouse and think about personalized bricks for donors.
- LPOA has written a letter to 145 Winston to encourage removal of bushes that obstruct vision from the easement. In addition the bushes harbor trash and possibly rats. He will follow up with the owners and possible complaint to the city.
- Phone call to 800 block of JS Blvd (Laniers); a Monterey Cyprus that belongs to the Soons has dropped limbs on Laniers house. Inadequate trimming has been performed, and LPOA is requested to send a letter suggesting professional removal. We will get recommendation from arborists on this and consider a letter.
- The meeting was adjourned at 8:30 PM. Next meeting is October 10 at the JS Clubhouse.
